Why this isn't just a unit count
AB 2747 doesn't turn on how many units are in one building. It has two independent triggers: whether the property receives project-based government rental assistance (not a tenant's individual voucher), or whether the ownership entity has at least one corporate member while owning more than one residential rental building statewide. An individually- or family-owned portfolio, even a large one, falls outside the corporate-member prong entirely.
